New Regulations
In 2024, several new regulations have been introduced in California for commercial vehicle operations:
- Electronic Logging Devices (ELDs): Starting January 1, 2024, all intrastate motor carriers and drivers must use ELDs to record their duty status, aligning with federal rules already in place for interstate carriers. There is no grace period, meaning enforcement begins immediately. Exemptions apply to certain drivers, such as those operating vehicles manufactured before 2000 or those required to keep logs for less than eight days in a 30-day period (California Highway Patrol)
- Clean Truck Check Program: Beginning October 1, 2024, most heavy-duty vehicles over 14,000 pounds, including diesel and alternative-fuel vehicles, must undergo semi-annual emissions compliance tests. This program, similar to the Smog Check for light vehicles, aims to ensure emissions control systems are functioning properly. Agricultural vehicles and motor-homes are subject to annual testing instead (California Air Resources Board)
- Advanced Clean Fleets Regulation: Also effective in 2024, this rule requires state and local government fleets to begin purchasing zero-emission vehicles (ZEVs), with a mandate that 50% of new purchases be ZEVs by 2024, and 100% by 2027. Additionally, drayage trucks operating at ports must be ZEVs by 2035, with some deadlines starting in 2024 for fleet reporting (Clean Truck Check)
